I am directed by Secretary Sir John Simon to acknowledge the receipt of the letter No. 82852/1931 3 of October 26th from your department regarding the
recruiting on behalf of British firms in Hongkong of Chinese labourers in China for service in Samoa and to transmit herewith, to be laid before Mr. Secretary Thomas, a copy of a despatch which he would propose to address to His Majesty's Minister at Peking on the
